San Francisco Chronicle: Developer sues to develop Alameda base

Excerpt:

A developer who had hoped to build a 12,000-resident community at Alameda's former Navy base sued the city Wednesday for breach of contract, accusing officials of killing the project so they could develop the land themselves.

SunCal is asking the court to allow it to go ahead with the plans, which call for 4,800 homes, apartments and condominiums, a 60-acre sports complex, ferry terminal, parks, schools and other amenities at the former Naval Air Station.
