City councilmembers wore three hats at a pair of meetings last Tuesday evening.

Mayor Beverley Johnson, vice-mayor Doug DeHaan and city councilmembers Marie Gilmore, Lena Tam and Frank Mataresse serve not only as city council members, but sit on the Alameda Reuse and Redevelopment Authority (ARRA) and the Community Improvement Commission (CIC) as well. City Manager Anne Marie Gallant serves as ARRA's and CIC's executive director.
