The idea of sitting down and reading SunCal's initiative — called "Measure B" in this analysis — in its entirety might bewilder and perplex most Alameda voters. So why not have a close look and try to put the measure in its simplest terms? Last week's article dispensed with the simple description of the Measure B in Section 1.

Section 2 is a much more complicated as it contains 15 "findings and declarations." This section is prefaced by the statement, "The people of the City of Alameda hereby find and declare as follows . . ." Last week, the Alameda Sun took a close look at the first five of these sections dealing with findings and declarations. This week we begin with Section (f).
