Just which company will transform 23 acres of the old U.S. Navy base with up to a mix of 291 houses, townhouses and apartments and up to 500 square feet of commercial space could soon be decided.

Four companies will make their pitch to the City Council on Tuesday for the “West Midway Project,” a key step toward rebuilding the former base — now known as Alameda Point — which closed in April 1997.

The project will be located within the neighborhood bordered by Pan Am Way, West Tower Avenue and Main Street.

The four potential developers — which will need to finance and construct the site’s backbone infrastructure — are Alameda Point Partners, Brookfield Residential, Catellus and Jamestown/Cypress Equity Investments.
