In other business Tuesday, the council will get an update on environmental cleanup at the former Alameda Naval Air Station, or Alameda Point.

Peter Russell of Russell Resources, who has been the city's independent environmental consultant and adviser at Alameda Point, will make the presentation.

The U.S. Navy is responsible for the clean up and has spent more than $500 million investigating and remediating the property over the past 15 years, according to a background report for the council. The Navy can only transfer property to the city once environmental regulators agree that it has been cleaned to federal standards.

The work includes sites of former fuel storage tanks, a landfill on the northwest corner of Alameda Point and the Seaplane Lagoon, where the Navy routinely disposed of industrial wastewater via storm drain lines before the mid-1970s.

After securing approval from state and federal environmental regulators, the Navy conveyed 1,380 acres, 870 acres of which are submerged lands, to the city in 2013. The Navy plans on transferring another 183 acres in March 2016 and the remaining 263 acres to the city in two subsequent phases over the next four to six years.
