Contra Costa Times: City Council drops developers for portion of Alameda Point, December 3, 2014

Excerpt:

The City Council has opted to drop two developers that were in the running to build an 82-acre commercial development at Alameda Point after city officials said they would not commit to funding the project's infrastructure.

Councilman Stewart Chen cast the lone no vote Tuesday, saying it is difficult to attract commercial developers and that city officials should continue talks with the Catellus Development Corp. and the Mission Bay Development Group.

But City Manager John Russo said the former U.S. Navy base needs major infrastructure upgrades, including with electrical service, to become marketable, while Vice Mayor Marilyn Ezzy Ashcraft said it would be unfair to keep the developers on hold by continuing to negotiate.
