For the first time since 1973, the city of Alameda will allow construction of apartment buildings. The City Council approved the plan amid threats of a lawsuit from local affordable housing activists.

"It's the end of an era," said Aaron Glantz, a reporter covering the story for The Bay Citizen. "Alameda is now saying, listen, if we build 2,400 units of apartment buildings, it's not the end of the world. It's not going to change our city in a dramatic way."

The council approved 17 sites for construction, mostly in Alameda's northern, industrial district and the old naval air station on the west end of the island.
