Candidate Matarrese's answer to the Democratic Club Questionnaire
I will be innovative in promoting local and green businesses and working for sensible re-development of Alameda Point. I intend to increase constructive activity at Alameda Point, creating more jobs, increasing private investment, and improving infrastructure in the next four years. Here are some specific goals I intend to achieve by the end of my first term as Mayor:
Using the City's new asset management policy, secure long term leases with commercial tenants on buildings destined to be saved. These leases would create jobs, infuse private capital into the buildings and immediate infrastructure, and generate tax revenue from tenant improvements.
Obtain City approval of a general plan amendment and specific plan for Alameda Point, thus adding value to the land and allowing for NEPA approval and commencement of the transfer of land from the Navy to the City (ARRA).
Reform the governing body (ARRA) overseeing the Alameda Point entitlement and specific plan within a model which services the public interest first, maintains local control and provides the revenue stream for public infrastructure.
Complete the remaining clean up at Alameda Point, fulfilling the BRAC requirements.
Reach an agreement with the VA to provide much needed Veterans services and respect/maintain the Alameda Wildlife Refuge, with construction in progress on the infrastructure and facilities.
Establish City services at Alameda Point, including but not limited to the Corporation Yard, an urban tree farm from which to source City street and park trees, and other public spaces, including existing parks and recreational facilities.
Support social services such as Alameda Point Collaborative and Operation Dignity by including specific plan elements for locating and maintaining these services as an integral part of Alameda Point.
