Re: Reject All Bids and Authorize a Call for Rebid for the Demolition and Clean-up of Vacant Apartment Buildings Located at Orion St., West Tower Ave. and Stardust Place at Alameda Point

BACKGROUND

On July 14, 2015, PM Realty Group (PMRG) representing the City of Alameda, sent out a Request for Proposal (RFP) for the demolition and clean-up of vacant former military buildings on the property bounded by Orion St., West Tower Ave. and Stardust Place located at Alameda Point. The proposed project was comprised of the full range of services including safe demolition of buildings containing asbestos, removal and clean-up of asbestos-containing and contaminated materials and related debris, and transportation and disposal of waste materials.

DISCUSSION

To solicit the maximum number of bids and most competitive price, the RFP was provided to 21 separate builders exchanges throughout the Bay Area. A notice for the RFP was sent out to all the contractors on the Public Works listing, published in the Alameda Journal, and put on the City's website. Nineteen participants attended the mandatory bid walk for the project. Four consultants submitted proposals, which were opened on Tuesday, July 14, 2015 and are outlined below.

PMRG staff reviewed the proposals on July 17, 2015. After careful review of the bids submitted, staff determined that all of the bids were non-responsive and recommends that the City Council reject all bids and authorize a call for rebid of the project including additional buildings in need of demolition. A copy of the bid specifications is attached as Exhibit 1.

FINANCIAL IMPACT

There is no impact to the General Fund.

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

This action does not affect the Alameda Municipal Code.

ENVIRONMENTAL REVIEW

In accordance with the California Environmental Quality Act (CEQA), this project is Categorically Exempt under the CEQA Guidelines section 15301(c) - Existing Facilities. In addition, this project is exempt pursuant to CEQA Guidelines section 15061(b)(3).

RECOMMENDATION

Reject all bids and authorize a call for rebid for the demolition and clean-up of vacant apartment buildings located at Orion St., West Tower Ave. and Stardust Place at Alameda Point.
