Re: Recommendation to Authorize the City Manager to Amend an Agreement with Carlson Barbee & Gibson to Add the Amount of $151,500 for a Total Contract Amount of $309,500 for Civil Engineering and Surveying Consulting Services for Alameda Point.
Carlson Barbee & Gibson, Inc. (CBG) has provided civil engineering and surveying consulting services for the redevelopment of the Naval Air Station Alameda (Alameda Point) on behalf of the City of Alameda and the City's previous master developers for over eleven years. The existing contact to be amended includes a scope of work for legal descriptions and a record of survey for the Phase 2 Tidelands Trust exchange, updating the Stormwater Management Plan, and implementation assistance regarding the Master Infrastructure Plan for Alameda Point (MIP). CBG maintains invaluable knowledge of the Alameda Point property and the unique infrastructure challenges faced by the site from its past experience that can be built upon and leveraged to provide the City of Alameda with cost-efficient and high quality professional services.
CBG was founded in 1989 and is a premier engineering firm in Northern California that consists of over 40 professionals. The firm concentrates its efforts and expertise to providing civil engineering services on mixed-use, residential, commercial and institutional development, and redevelopment projects. CBG's project experience is diverse and includes the design and planning of many challenging urban and redevelopment projects including Mare Island and Vallejo Waterfront in Vallejo; East Garrison and The Dunes project at Fort Ord in Monterey; Bay Meadows redevelopment in San Mateo; redevelopment of the Hunter's Point Shipyard in San Francisco; and the redevelopment of the Encinal Terminals, Chipman and Del Monte warehouse sites along the northern waterfront in Alameda.
There are a number of regulatory tasks that must be completed before development at Alameda Point can commence. These efforts will require professional civil engineering and surveying services and are a logical continuation of the previous work performed by CBG, since they have worked on related tasks previously, most notably the MIP. The proposed agreement with CBG includes the following services:
1. Phase 2 Tidelands Trust Exchange. CBG will provide surveying services to support a Phase 2 exchange of Tidelands Trust land within Alameda Point once the Navy has completed the Phase 2 conveyance of land to the City. Tasks include updating previously prepared exhibits, preparing legal description and plat maps, preparing a record of survey, and attending relevant meetings.
2. Stormwater Outfall Permitting. The construction of stormwater outfalls at Alameda Point requires permitting from the Army Corp of Engineers, Regional Water Quality Control Board (RWQCB), Coast Guard and Bay Conservation and Development Commission (BCDC). The City is pursuing these permits itself because they are lengthy (regulatory process has already taken over a year), they do not require significant upfront investment, and to reduce uncertainty for developers regarding regulatory delays and challenges. CBG has already prepared the applications for these permits and requires additional funds to complete the permitting process. By obtaining these permits in advance of new development, projects will move forward faster, more efficiently, and more economically, especially smaller projects. Tasks that still remain include updating the Preliminary Stormwater Management Plan based on feedback from RWQCB and preparing schematics for anticipated stormwater facilities within each sub-district.
3. MIP Implementation. CBG will provide engineering support to the City on other implementation tasks as development plans at Site A advance. Tasks include assisting with implementing the MIP, reviewing potential developments for consistency with the MIP, preparing infrastructure cost estimates, and attending meetings.
4. Alameda Point Engineering Related Tasks. CBG will also be working with the Department of Public Works to assess MIP consistency of proposed development projects throughout Alameda Point, including Site A and the Veterans Administration's proposed outpatient clinic.
5. WETA Facility- Engineering Related Tasks. As the Water Emergency Transportation Authority (WETA) moves forward with their approved plans to construct a maintenance facility along the southern shoreline of Alameda within Alameda Point, CBG will work with City staff to assist with infrastructure-related tasks associated with the project. Tasks include reviewing development plans for MIP consistency and attending meetings.
It is recommended that the City Council approve this amendment to the professional services contract with CBG in the amount of $151,500 to extend the existing term by 10 months. The amendment, including the scope, budget, and original contract, is attached.
This contract will not have a financial impact on the General Fund. Task #4 above ($45,000) will be funded entirely using cost recovery from permit fees and the remainder of this agreement, $106,500, will come from the City's Base Reuse Department budget (Fund 858 Division 819099).

For purposes of compliance with the provisions of the California Environmental Quality Act ("CEQA"), a Final Environmental Impact Report (State Clearinghouse No. 2013012043) for the Alameda Point project was certified on February 4, 2014.
Authorize the City Manager to amend the agreement with Carlson Barbee & Gibson to add $151,500 for a total contract amount of $309,500 for civil engineering and surveying consulting services for Alameda Point.
