Memo from City Manager to City Council Regarding Agreement Between the City of Alameda, Housing Authority of the City of Alameda, Alameda Point Collaborative and Building Futures with Women and Children for a Homeless Accommodation, July 3, 2012

The Housing Authority (HA) partnered with the Alameda Point Collaborative (APC) and
Building Futures with Women and Children (BFWC) (collectively, the Providers) to
submit a proposal for a 90-unit homeless accommodation on 13 acres. In March 2009
the HA Board of Commissioners (BOC) and ARRA approved a Legally Binding
Agreement (LBA) between the LRA and the Providers for a 90-unit homeless
accommodation on nine acres. The LBA was submitted to the federal Department of
Housing and Urban Development (HUD) for approval. HUD approved the LBA
March 2011; however, the Navy was unwilling to provide HUD with a "comfort letter
concurring with the terms of the LBA. Over the past 12 months, the parties have
revised the LBA to address the Navy s concerns and have negotiated the attached
Amended and Restated LBA (Exhibit 1) for BOC consideration and approval.
