Excerpt:

The target date for opening the clinic and cemetery has been pushed back to June 2026, despite four years having passed since the Navy officially turned over 624 acres at the former Alameda Naval Air Station to the Department of Veterans Affairs for the project.

The snail’s pace left Alameda’s City Council members frustrated Tuesday.

“When you think about it, we were able to defeat fascism and imperialism on both side sides of the world, in what, four years?” Councilman Jim Oddie asked.

But there has been some progress. The Army Corps of Engineers did sign off on the design last year.
