The City Council is set tonight to consider a proposed development strategy for Alameda Point, most of which is expected to be in the city’s hands by the end of this year.

City officials want to divide the Point property into three separate areas – two commercial, one residential – that they would prepare for reuse and development, a departure from earlier efforts to get developers to do that work instead. They’re saying the new strategy would offer the city more certainty and control over development at the Point, and could expedite development efforts there.

At last Tuesday's meeting the city council discussed the possibility of the Lawrence Berkeley National Laboratory coming to the Island City.

The lab is looking for a spot to build a new campus to consolidate programs currently located in leased space throughout the East Bay.

These include the Joint BioEnergy Institute in Emeryville, the Joint Genome Institute (JGI) in Walnut Creek, the National Energy Research Scientific Computing Center in Oakland and part of the Life Sciences Division in West Berkeley.

Interim City Manager Ann Marie Gallant laid out parameters for a fresh Alameda Point planning process Wednesday night that could have city leaders making some major decisions about who will redevelop the former Navy base and who will make decisions about what happens there over the next 15 months.

“We’re going to push the refresh button,” Gallant told the City Council, which sat in its dual role Wednesday as the Alameda Reuse and Redevelopment Authority, the agency that governs Point redevelopment efforts.

The City Council is set tonight to get a presentation from city staff on next steps for Alameda Point. Sitting as the Alameda Reuse and Redevelopment Authority, they’ll meet at 7 p.m. today at City Hall.

In addition to next steps, staff will talk about applying the city’s new property management strategy to the Point and will ask the council to support plans to put a Veterans Affairs clinic and above-ground cemetery on a 549-acre portion of the Point.

City staff will begin work on a list of options for redevelopment Alameda Point to present to the City Council in the fall.

The council asked staff to get cracking on the list at the tail end of an action-packed, seven-hour meeting Tuesday night, the council’s last schedule meeting until September. The request came in lieu of a proposal by Councilman Frank Matarrese that would have focused the city on exploring the formation of a nonprofit corporation to handle base development and on job creation instead of housing.
