HEMET - Residents of the stalled McSweeny Farms development in south Hemet say they're in limbo.

They're paying $177 in monthly homeowners association fees but are unable to use the fenced-off park, shuttered recreation center, a soon-to-be covered pool and other amenities. Weeds are cropping up in common areas, and vandals recently damaged restrooms and other buildings.

"We don't have any of the things we thought we'd have," resident Kim Martin said.
