1. Site A Phase 1 Tentative Map

BACKGROUND

In June 2015, the City Council unanimously approved the Site A Development Plan and a Disposition and Development Agreement (DDA) with the private developer, Alameda Point Partners (APP), for a 68-acre area within Alameda Point that extends generally from the Main Street entrance to Alameda Point to the Seaplane Lagoon and the eastern edge of the Seaplane Lagoon.

Since the City Council action on the Site A Development Plan and DDA, APP and its team of architects, engineers, and design professionals obtained design review approval for Blocks 11 and 8 and the Phase 1 Waterfront Park on March 14, 2016, and design review approval for Blocks 6, 7, and 10 on June 27, 2016. On June 27, 2016, City staff also requested that the Planning Board provide final review of the Phase 1 Tentative Map, but not take final action until July 11, 2016 so that staff could have more time to make edits to the conditions of approval. On July 11, 2016, City staff is recommending that the Planning Board approve the Phase 1 Tentative Map for Site A, which is necessary to allow the commencement of construction of the public infrastructure, streets, parks and approved buildings substantially consistent with the Site A Development Plan, DDA, Alameda Point Zoning Ordinance, Alameda Point Waterfront Town Center Plan (Town Center Plan), the Master Infrastructure Plan for Alameda Point (MIP) and Alameda Municipal Code. If the Planning Board does not approve the Phase 1 Tentative Map at the July 11th meeting, the recommended action this evening will be postponed. In June, APP also obtained demolition permits to begin the construction process for Site A.
